浅析高速公路施(shi)工安全管理(li)

摘要:经济(ji)的发展(zhan)提(ti)高了广大(da)人民生活(huo)水平(ping)及(ji)生活(huo)质量,人民(min)生活水平(ping)的提(ti)高也(ye)带动(dong)交(jiao)通运输行业(ye)的快速发展,四通八达的高速公路(lu)在给(ji)人民带来便利的同时(shi)也让运营(ying)管理单位承受着巨大的安(an)全压力。鄂西(xi)北(bei)公司下辖高(gao)(gao)速(su)包括(kuo)麻安(an)高(gao)(gao)速(su)谷竹段(duan)、呼北(bei)高(gao)(gao)速(su)十(shi)(shi)(shi)(shi)房、郧(yun)十(shi)(shi)(shi)(shi)段(duan)、福银高(gao)(gao)速(su)十(shi)(shi)(shi)(shi)漫、土十(shi)(shi)(shi)(shi)段(duan),十(shi)(shi)(shi)(shi)天高(gao)(gao)速(su)十(shi)(shi)(shi)(shi)白段(duan),郧(yun)巫高(gao)(gao)速(su)鲍溢(yi)段(duan)、十(shi)(shi)(shi)(shi)淅高(gao)(gao)速(su)湖北(bei)段(duan),总(zong)里程达到618.522公里,桥隧比达50%以上,安全管理责任重(zhong)大(da)。为了消除高速公路行驶中存在(zai)的安全隐患,完善(shan)高速公路的服务性功(gong)能,运营(ying)管理单位(wei)必(bi)须定期对高速公(gong)路实施养(yang)(yang)护工(gong)作(zuo)。但(dan)是(shi)在(zai)目前的(de)高速公(gong)路养(yang)(yang)护工(gong)作(zuo)中还存在(zai)着(zhe)很多现场施工(gong)作(zuo)业安全(quan)管(guan)理问题(ti),这些问题(ti)不仅影响着(zhe)公(gong)路工(gong)程的(de)整体施工(gong)效果和效率,还(hai)会

一、高速公路养护施工的特点以及安全管理的重要性

高速公(gong)(gong)路(lu)(lu)(lu)工(gong)程(cheng)养(yang)护(hu)(hu)范围广、成(cheng)本高、对养(yang)护(hu)(hu)管理人(ren)员(yuan)素质(zhi)要(yao)求(qiu)高等特点决定其成(cheng)为(wei)高速公(gong)(gong)路(lu)(lu)(lu)运营过(guo)(guo)程(cheng)中(zhong)非常(chang)重要(yao)的(de)(de)一项工(gong)作(zuo)。虽(sui)然我国已经制定了(le)公(gong)(gong)路(lu)(lu)(lu)养(yang)护(hu)(hu)的(de)(de)相关法律(lv)法规但(dan)是高速公(gong)(gong)路(lu)(lu)(lu)的(de)(de)养(yang)护(hu)(hu)施(shi)工(gong)管理人(ren)员(yuan)还不够重视安全(quan)施(shi)工(gong)管理方面的(de)(de)工(gong)作(zuo)。在进行高速公(gong)(gong)路(lu)(lu)(lu)的(de)(de)养(yang)护(hu)(hu)施(shi)工(gong)过(guo)(guo)程(cheng)中(zhong),施(shi)工(gong)人(ren)员(yuan)都是在不影响车辆快速行驶的(de)(de)情况下开展工(gong)作(zuo),这无形中(zhong)增加了(le)公(gong)(gong)路(lu)(lu)(lu)养(yang)护(hu)(hu)人(ren)员(yuan)的(de)(de)生命(ming)安全(quan)风险系(xi)数(shu),为(wei)养(yang)护(hu)(hu)施(shi)工(gong)工(gong)作(zuo)的(de)(de)进行埋下隐(yin)患(huan)。因(yin)此(ci),为了(le)切实做好高速公路(lu)的(de)养护(hu)工(gong)作,各部门管理人(ren)员要高度重视(shi)养护(hu)施工(gong)的(de)安全管理工(gong)作。

二、高速公路养护施工安全管理现状及问题

(一)施工安全管理缺乏规范性

为了在保(bao)证高(gao)速公路养(yang)(yang)(yang)(yang)(yang)(yang)护施(shi)(shi)(shi)工(gong)作业(ye)顺利开展的同时也保(bao)证养(yang)(yang)(yang)(yang)(yang)(yang)护人(ren)员的生(sheng)命安(an)全,养(yang)(yang)(yang)(yang)(yang)(yang)护施(shi)(shi)(shi)工(gong)管(guan)(guan)理(li)人(ren)员要协(xie)调好(hao)各(ge)方面(mian)的工(gong)作。但是(shi),在实际的养(yang)(yang)(yang)(yang)(yang)(yang)护施(shi)(shi)(shi)工(gong)作业(ye)中,养(yang)(yang)(yang)(yang)(yang)(yang)护施(shi)(shi)(shi)工(gong)单位的管(guan)(guan)理(li)人(ren)员缺乏养(yang)(yang)(yang)(yang)(yang)(yang)护安(an)全管(guan)(guan)理(li)意识,不重视养(yang)(yang)(yang)(yang)(yang)(yang)护现场的安(an)全管(guan)(guan)理(li)工(gong)作,养(yang)(yang)(yang)(yang)(yang)(yang)护材料和设备随(sui)意摆(bai)放,养(yang)(yang)(yang)(yang)(yang)(yang)护人(ren)员不在安(an)全作业(ye)区域等问题随(sui)处可(ke)见,从而增加了养(yang)(yang)(yang)(yang)(yang)(yang)护施(shi)(shi)(shi)工(gong)的风险。

(二(er))养护施工管(guan)理(li)缺乏组织性

在(zai)高速(su)公(gong)路(lu)的(de)(de)养(yang)护(hu)(hu)(hu)施(shi)工过程中,养(yang)护(hu)(hu)(hu)施(shi)工管(guan)理人员为(wei)了谋(mou)求眼下自身的(de)(de)经(jing)济利益(yi),忽(hu)略(lve)维护(hu)(hu)(hu)路(lu)段考察(cha)、维护(hu)(hu)(hu)人员安全技能(neng)培训(xun)等方(fang)面的(de)(de)工作而直接对(dui)高速(su)公(gong)路(lu)进行养(yang)护(hu)(hu)(hu),这样不(bu)仅不(bu)能(neng)将(jiang)安全工作组织(zhi)规则落实到位,还为(wei)日(ri)后(hou)的(de)(de)公(gong)路(lu)养(yang)护(hu)(hu)(hu)施(shi)工安全埋下巨(ju)大隐患。

(三(san))养(yang)护施(shi)工人员缺乏安(an)全意识(shi)与安(an)全知(zhi)识(shi)

高速公路(lu)(lu)养护(hu)施(shi)工的一线(xian)人员大(da)多文化知识(shi)较为薄弱,并且在上岗作(zuo)业前没有经过系统的培训(xun),这就(jiu)导致他(ta)们缺(que)乏安全(quan)意识(shi)和(he)安全(quan)知识(shi),当发生施(shi)工危险时,这些施(shi)工人员手(shou)足无措,不知道如何(he)应对(dui)和(he)处理(li),从而为道路(lu)(lu)养护(hu)施(shi)工埋下安全(quan)隐患。

三、高速公路养护施工安全管理的策略

一(yi))构建科(ke)学完善的管理体系

为了(le)保证公(gong)路养(yang)护(hu)(hu)的(de)安全施工,在(zai)高速公(gong)路养(yang)护(hu)(hu)施工安全管理(li)过程中(zhong)要(yao)根(gen)据我国规定的(de)公(gong)路养(yang)护(hu)(hu)安全管理(li)要(yao)求构(gou)建科学完善(shan)的(de)管理(li)体系(xi),并(bing)严(yan)格按(an)照(zhao)管理(li)体系(xi)开展养(yang)护(hu)(hu)施工工作(zuo)。管理(li)体系(xi)中(zhong)要(yao)明确规定;工(gong)(gong)作(zuo)人(ren)员(yuan)(yuan)要审查(cha)(cha)和汇总(zong)施(shi)工(gong)(gong)中的安全技(ji)术(shu)措(cuo)施(shi)并严格执行(xing);安全管(guan)理(li)人(ren)员(yuan)(yuan)要多检(jian)查(cha)(cha)养护施(shi)工(gong)(gong)现(xian)场,发现(xian)问(wen)题(ti)(ti)及(ji)时(shi)上报,并采取科学合理(li)的处理(li)措(cuo)施(shi)解决问(wen)题(ti)(ti),必要时(shi)停止(zhi)施(shi)工(gong)(gong)作(zuo)业,认真落实劳(lao)动保护制度(du);管(guan)理(li)人(ren)员(yuan)(yuan)要监督并检(jian)查(cha)(cha)现(xian)场的安全技(ji)术(shu)操作(zuo)流程;现(xian)场施(shi)工(gong)(gong)人(ren)员(yuan)(yuan)要严格按照安全生产规章制度(du)开展(zhan)作(zuo)业,不允(yun)许出现(xian)违章作业(ye)情况。

二(er))加强对施(shi)工现场的安全管理

在高速(su)公路养护(hu)的实际操(cao)作中要做好现场(chang)管理工(gong)(gong)作,首先,要合理布置(zhi)养护(hu)作业区域(yu)。施工(gong)(gong)控(kong)制区域(yu)的设(she)置(zhi)要依(yi)据具体养护(hu)情(qing)况而定(ding),不能随意改变(bian)、更换或维修交通标志、护(hu)栏和边沟等。并且要对当天不能完成(cheng)的养护(hu)施工(gong)(gong)路段进行(xing)封闭处理:其次,要加强对施(shi)工车(che)辆(liang)的(de)(de)安全管(guan)理。养护施(shi)工中(zhong)必须为(wei)参与施(shi)工的(de)(de)车(che)辆(liang)办理通行证(zheng),并为(wei)这(zhei)些车(che)辆(liang)设置醒目、鲜明的(de)(de)施(shi)工标志,车(che)尾安装可(ke)变化的(de)(de)发光标志牌;再次,要优(you)化隧(sui)(sui)道(dao)养护施(shi)工管(guan)理质量。在对隧(sui)(sui)道(dao)内部进行养护施(shi)工之前,应及时将道(dao)路封(feng)闭具体(ti)时间告知隧(sui)(sui)道(dao)监控点(dian),让隧(sui)道(dao)监(jian)控点(dian)将(jiang)隧道指示灯进(jin)行调整,并设置警告牌(pai)。在(zai)施工过(guo)程(cheng)中(zhong)应安(an)排(pai)专门的交通指挥员;最后,要合理设置交(jiao)(jiao)通(tong)指(zhi)示标(biao)(biao)。为了保证交(jiao)(jiao)通(tong)标(biao)(biao)志的有(you)序(xu)、规范及(ji)(ji)齐全(quan),要严格按照交(jiao)(jiao)通(tong)标(biao)(biao)志设置标(biao)(biao)准对(dui)交(jiao)(jiao)通(tong)指(zhi)示标(biao)(biao)进行设置。一旦指(zhi)示牌出(chu)现损坏,应及(ji)(ji)时补充与(yu)修复,确保养护施(shi)工现场工作安全(quan)顺利的完成。

为了提升(sheng)道路施(shi)工(gong)(gong)(gong)的安(an)全(quan)管(guan)理工(gong)(gong)(gong)作,最(zui)基本(ben)的就(jiu)是让员(yuan)工(gong)(gong)(gong)认识(shi)到安(an)全(quan)的重要性。因此,在(zai)施(shi)工(gong)(gong)(gong)开始之前要对员(yuan)工(gong)(gong)(gong)进行安(an)全(quan)培训(xun),使(shi)员(yuan)工(gong)(gong)(gong)的整体素质(zhi)获得提升(sheng),在(zai)主(zhu)观上拥有负责(ze)自身安(an)全(quan)的意(yi)识(shi)。为了提升(sheng)安(an)全(quan)管(guan)理工(gong)(gong)(gong)作、构建安(an)全(quan)施(shi)工(gong)(gong)(gong)环境,既要从管(guan)理人(ren)(ren)员(yuan)入手又要从施(shi)工(gong)(gong)(gong)人(ren)(ren)员(yuan)方面(mian)入手。施(shi)工(gong)(gong)(gong)管(guan)理人(ren)(ren)员(yuan)要通(tong)过以(yi)前分析和总(zong)结(jie)的事故区域(yu)特(te)点(dian),找出养(yang)护施(shi)工(gong)(gong)(gong)中(zhong)常见的问题和阻碍,并针(zhen)对这些问题提出科学有效的解(jie)决施(shi)(shi),从(cong)而避免此类(lei)事故的发生(sheng),同时,施(shi)(shi)工(gong)(gong)(gong)(gong)管(guan)理(li)人(ren)员(yuan)(yuan)还(hai)(hai)要充(chong)分(fen)认(ren)识到施(shi)(shi)工(gong)(gong)(gong)(gong)安(an)全(quan)工(gong)(gong)(gong)(gong)作的重要性,从(cong)而不断加强自身的责(ze)任(ren)感(gan)和使命感(gan)。现场施(shi)(shi)工(gong)(gong)(gong)(gong)人(ren)员(yuan)(yuan)应该充(chong)分(fen)了解(jie)施(shi)(shi)工(gong)(gong)(gong)(gong)中隐藏(zang)的危险,并能(neng)够(gou)熟练的进(jin)行(xing)安(an)全(quan)操作,对于安(an)全(quan)防护间题(ti)又充(chong)分(fen)了解(jie)。除此之外(wai),施(shi)(shi)工(gong)(gong)(gong)(gong)人(ren)员(yuan)(yuan)还(hai)(hai)需要在(zai)一些细(xi)节(jie)工(gong)(gong)(gong)(gong)作上格外(wai)注意,比如路基桥涵养护、设施(shi)(shi)维(wei)护等环(huan)节(jie),如果出现紧急问(wen)题(ti)应立即处理(li),妥(tuo)善解(jie)决。

在高速公路(lu)应急处置中,要坚(jian)持“预防(fang)为主、以人为本优先保畅、多方参与”的基本原则,不断完(wan)善(shan)高(gao)速公(gong)路应(ying)急(ji)处(chu)理措(cuo)施(shi)(shi),提升高(gao)速公(gong)路应(ying)急(ji)工程处(chu)理能力。建立事件现场交通管制(zhi)措(cuo)施(shi)(shi),对道路空间进行管理,根据具体的情(qing)况选择关闭或(huo)开放车道,管理好事件影(ying)响(xiang)区域(yu)范围内的车道控制(zhi)标志、匝道调(diao)节器、交通信号灯(deng),必要时可以实行路线替换方案。

综上所述,公路养(yang)护(hu)(hu)施工(gong)安(an)全管(guan)理是一项非常(chang)重要的(de)工(gong)作,为了(le)保证公路养(yang)护(hu)(hu)工(gong)作的(de)顺利开展,有(you)效降低养(yang)护(hu)(hu)安(an)全事故的(de)发生率(lv),要不断(duan)提高管(guan)理人(ren)(ren)员和(he)施工(gong)人(ren)(ren)员的(de)综合素质在坚(jian)持以人(ren)(ren)为本的(de)基础上,构建科学合理完善的(de)安(an)全管(guan)理体系,加大安(an)全知识的(de)宣传工(gong)作,为公路养(yang)护(hu)(hu)的(de)安(an)全施工(gong)保驾护(hu)(hu)航。
